Bills in the State Legislature

Wondering about some of the terms we use in our public policy information? Dealing with bills in the California legislature can be confusing. This handy guide explains all the abbreviations and jargon you'll see.

Bill Glossary

AB: Assembly Bill. All bills originating in the state assembly are title AB plus a number.

ACR: Assembly Concurrent Resolution. Usually done for housekeeping or congratulatory purposes. A concurrent resolution may originate in either house, but must pass both to be effective. They do not need approval of the Governor.

Chapter: After passage by the legislature and signature by the governor, a bill is filed with the Secretary of State and given a chapter number.

Concurrence Vote: A process by which the originating house reconsiders a bill to approve of the amendments taken by the opposite house.

Enrollment: The process to prepare the final form of a bill for the governor's signature.

SB: Senate Bill. All bills originating in the state senate are title SB plus a number.

SCR: Senate Concurrent Resolution. Usually done for housekeeping or congratulatory purposes. A concurrent resolution may originate in either house, but must pass both to be effective. They do not need approval of the Governor.
